Parasports Québec recognizes the importance of providing a safe and healthy environment for sport participation in all settings and is committed to fostering and upholding such an environment throughout its activities. To this end, the federation highlights the tools and reporting platforms available to support individuals who have witnessed or experienced incidents.

REPORT A SITUATION

There is no situation to be taken lightly or downplayed

Recognizing the importance of a safe and healthy environment for sport participation in all contexts (discovery, introduction, recreation, competition, and high performance), Parasports Québec is committed to providing a positive experience that supports personal growth and development.

To this end, we promote a participant-centred approach, grounded in and guided by the following principles:

  • Respect for each individual and their physical and psychological integrity;
  • Zero tolerance for all forms of violence, including psychological, physical, sexual, and neglect-related abuse;
  • Personal development and well-being through healthy, constructive, and safe activities;
  • A vision that extends beyond performance and places a strong emphasis on overall well-being.

However, it is possible that you may be a victim or witness of abuse, harassment, neglect or physical, psychological or sexual violence. If this is the case, Parasports Québec, like all other sports federations, has put in place tools to help you.

PILS-Denonce

The Integrity in Recreation and Sport Protector (PILS) receives and analyzes complaints and reports related to situations where the physical and psychological integrity of individuals has been affected in recreational or sporting activities.

Its role as ombudsman allows it to have a neutral and impartial perspective on the situations reported. Note that the handling of a complaint or report by the PILS depends on the nature and seriousness of the reported facts.

In many situations, the first step can be taken with your club, association, or federation, which are often best positioned to intervene quickly. PILS remains available to analyze any situation falling within its mandate and, if necessary, direct you to the appropriate resources.

It replaces the Complaints Officer and now uses the JE DÉNONCE platform for reports, marking another step towards creating healthier, safer and more respectful environments.

The Government of Quebec also updated the documentation in March 2026 addressed to all persons involved in the practice of a leisure activity or sport. It facilitates the understanding and application of the rules aimed at ensuring the integrity of persons during the practice of a leisure activity or sport.

The documents below, published before the arrival of the Je Dénonce platform, present guidelines still in force to allow everyone to adopt good conduct in the context of sports practice.

In sports, violence and intimidation can harm the safety and well-being of any participant. Whether they come from other athletes, teammates, coaches, or parents, it is necessary to address and prevent these behaviours.

To talk, get resources or receive support, Sport’Aide is there for you at all times.

Sport’Aide is an independent non-profit organization that offers support, listening, and referral services to young athletes, as well as to the various members of Québec’s sport community—including parents, coaches, sport organizations, officials, and volunteers—who are affected by or witness violence involving young people.

Laval University is assisting supervisors with a new support document:When and how to react to interpersonal violence: A practical guide on active bystander behavior for coaches.
This guide aims to:

  1. Better understand interpersonal violent behaviors;
  2. Deconstruct the persistent myths and beliefs surrounding interpersonal violence;
  3. Propose strategies for reacting as an active and positive witness in situations of violence;
  4. Create a safe space for self-care.
